The City Administrator is the chief administrative officer of the City, responsible only to the Mayor and Common Council for the proper administration of the business affairs of the City
The City is organized and operates under the Mayor-Alderman form of government. This means that city-wide decisions and policy are drafted and implemented by your elected officials. Nonetheless, daily operations and directives of the Mayor and Common Council which require administrative implementation are carried out by the City Administrator.
Cities create boards and commissions by ordinance to enable citizens to participate in our government process. Their decisions help influence and shape how many departments operation and overall city public policy. Each board works with and advises City Departments and/or the Common Council on related issues. Individuals and groups may present issues to any of the boards as each provides opportunities for public comment at its meetings.

The Finance Department provides financial and management information and guidance to the Mayor, Departments, and Common Council and ensures appropriate internal controls are in place to safeguard City assets.

The function of the plan commission is to review all development proposals within the city. Plan Commission actions are based on the master plan, which has a general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the city.

The Public Works department provides essential services to the City of Waupun in a prompt, courteous, safe, efficient and cost-effective manner. Public Works, through its dedicated employees, strives to plan, design, build, maintain, and operate public infrastructure (including streets, parks, buildings, storm sewer systems and equipment), in a manner that respects the environment and the ability of government to adequately preserve these assets for succeeding generations.
The City Clerk/Treasurer/Human Resources performs the duties as set forth by Wisconsin Statutes.

The City of Waupun will contain many unique businesses, a variety of services, and ample employment opportunities for local workers. The local economy will be vibrant and residents will patronize many of the local establishments for basic needs, entertainment, and for services. The downtown will also be renewed with activity, containing many revitalized facades, and maintaining a unique identity within the region.

The City of Waupun contracts with Associated Appraisal Consultants for the duties of the Assessor. The assessor works for the City and is generally responsible for establishing the fair market value of all taxable property in the City (excluding manufacturing). The assessor is responsible for conducting the "Revaluation" and annual "Maintenance" of property within the municipality. The assessor is not involved in the determination of tax rates or the collection of property taxes.
The Council is advised and assisted in its duties by the City Administrator and other staff. Additionally, the Council relies on input from residents and recommendations from many volunteer citizen committees to ensure a citizen-centered process.

The Board of Review is authorized to hear citizen challenges to the value placed on their property by the city assessor's office. Evidence is presented by both the citizen and the assessor. The board then has the power to revise the property's value if it determines that it is warranted by reviewing the evidence.
The purpose of a BID (Business Improvement District) is to allow businesses within that district to develop, manage and promote the district and to establish an assessment method to fund those activities.

Encourages and helps people and businesses to invest in the city, creating jobs, increasing the tax base and improving the community's quality of life.
The Police and Fire Commission organizes and supervises the Police and Fire Departments to include hiring, firing, and discipline. The Police and Fire Commission shall have the powers and duties prescribed in 62.13 of the Wisconsin Statutes.
Prescribed in Chapter 43 of the Wisconsin State Statutes, library boards have exclusive control regarding the operations of the library which include policies, procedures, personnel, and funding, among others.

The Zoning Board of Appeals hears appeals, evaluates requests for interpretations and approves or denies dimensional and use variances.
A seven-member Utility Commission, appointed by the Mayor and approved by the City Council, decides how to operate Waupun Utilities. This local representation and control allows all citizens to have a voice in how our utility can best meet the community’s needs.
Every owner of a dog and cat more than 5 months of age on January 1 of any year or 5 months of age within the license year shall annually or within 30 days from the date such dog or cat becomes 5 months of age, at the time and in the manner provided by law for the payment of property taxes, pay his dog or cat license tax and obtain a license therefor.
The City Clerk’s office issues a variety of business licenses and permits for the conduct of business in the City of Waupun. License and permit application forms can be obtained at the links below or at the City Clerk’s office. All license applications are considered/approved by the Waupun Common Council.
Voter registration is required in the City of Waupun before an elector is allowed to vote. A qualified elector is a U.S. Citizen, at least 18 years of age, having resided in the election district for at least 28 days.
An elector can register:
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.

GFL ENVIRONMENTAL will be the new waste and recycling collection services provider BEGINNING JANUARY 1, 2023, in the City of Waupun.
The services provided will continue to be curbside service with carts for both trash and recycling, similar to what is currently provided.

The City of Waupun collects taxes for the City, the Waupun Area School District, Dodge and Fond du Lac County, and Moraine Park Technical College. Property tax bills are mailed in December after passage of the City budget. The city collects tax payments in December and January of each year and sends a share of the collections to the other jurisdictions. It has been said that all roads lead to Waupun because U.S. 151 and State Highways 26, 49, and 68 all enter the City. U.S. 41 is approximately 15 miles east of the City.

The Waupun School District is consists of the Waupun Junior/Senior High School (grades 7-12), Rock River Intermediate School (grades 2-6), and Meadow View Primary School (grades 4K-1) . The district has active parent/teacher organizations or parent advisory committees at each school. The district is progressive with a strategic plan in place that is focusing the district on a path of continuous improvement. The mission of the school district is as follows:
Central Wisconsin Christian Schools has been established in Waupun since 1948, providing a quality education with a sound moral and Biblical basis for four-year old kindergarten students through senior high.
The elementary campus at 520 McKinley Street provides full-day instruction to 135 students of four-year old kindergarten through fifth grade. Over 200 middle and high school students receive their education in a new facility at 301 Fox Lake Road. This facility has been designed to include modern science and computer labs, technology education, and an integrated media center.
Adult educational opportunities are abundant and include college course work, vocational and technical courses. The University of Wisconsin-Oshkosh and Fond du Lac campuses, Marian College, Ripon College and Moraine Park Technical College are located just a short commuting distance from Waupun and offer a wide array of subject matter. Waupun Ordinance: 6.05(5) WINTER PARKING.
(a)
For a period of 48 hours immediately following an accumulated snowfall of 2 inches (or more, as measured at the Waupun Safety Building, no person shall park any vehicle on any street or alley in the City of Waupun between the hours of 2:00 a.m. and 6:00 a.m.
(b)
The restrictions set forth in subsection (a) above shall not apply to Physicians or Emergency Medical Technicians on emergency calls.

The Waupun Police shall make periodic checks of your residence while you are away from home and make notification to your emergency contact number should a problem be discovered.
Although this program will increase the visibility of police around your area our department cannot totally guarantee the safety of your residence or be responsible for any damage incurred as such.
It is the practice of the Waupun Police Department to make our records as available to the public as possible. It is also the duty of the Police Department to protect the public from improper use of police records, and to deny those that fall under exceptions to the law. By completing the following information, we will attempt to accommodate you as quickly as possible.

Jerrold Strege was reported missing by his father on October 11, 2002. When his father went to his apartment to see why he was not answering the telephone, he found Jerrold's apartment unlocked, lights on and the television on. All of Jerrold's belongings were in the apartment including his keys, wallet, cell phone, etc. Both of his vehicles were still in the garage located at his apartment complex. No signs of any type of disturbance could be seen in the apartment.
During the early morning hours of Sunday, April 18th, 1999 a person(s) set fire to the City Clerk's Office at Waupun City Hall, located at 201 E. Main St., Waupun.
While traveling through the City of Waupun, you may notice the Waupun Police Department Radar/Speed Trailer on the side of the roadways. The trailer tracks the speed and time of the passing motorists, and also keeps digital records of the number of vehicles and the speed of the vehicles tracked. This information is downloaded onto a computer program and reviewed by the supervisor in charge of the program. Excessive speeds and time frames in which they occur can be passed onto patrol officers who conduct more directed speed patrols during the higher speed violation time frames.
Beginning the 2013-2014 school year, a new piece of equipment will be utilized at the crosswalk on E Spring St near the Rock River Intermediate School. This unit is called a Rectangular Rapid Flash Beacon (RRFB), and will replace the crossing guard at that location. RRFB's are user-activated amber LED lights that supplement warning signs at uncontrolled intersections and crosswalks. RRFB's utilize an irregular flash pattern, similar to emergency vehicle flashers.
The Waupun Police Department is proud to have Officer Andrew Halverson as our K9 handler! Due to generous donations, brat fry earnings and the sale of t-shirts & stuffed animal K9's, the Waupun Police Department is able to keep the K9 program operational. Officer Halverson's K9 partner, "JET", is highly trained and certified to work for our agency.
The City of Waupun is continuing the Police Department's fund raiser program as the cost of running such a professional program is ongoing. The costs associated with the program are handler/ dog training, veterinary care, food, and equipment to use with the K-9.
Welcome Officer Graham Dumke as the Waupun School District's next Liaison Officer! Officer Dumke has been with the Waupun Police Department since 2020. Officer Dumke is very excited to begin working with the school district and meeting the students from each school.
Statement of Purpose
CounterAct is a six-session curriculum designed to involve police officers, schools, and families in preventing children from using alcohol and other drugs, and helping children avoid using violence as a means of solving problems. CounterAct teaches 5th grade students specific skills they can use to resist alcohol, other drugs, violence, and offers young people a supportive community that strengthens the protective factors in their lives.
The Waupun Police Department began teaching the CounterAct Program in 1990.
The next Bike Rodeo will be held on June 15th, 2023 from 5:00pm-6:30pm a the Waupun Community Center located at 510 E Spring St Waupun, WI 53963.
The purpose of the Bicycle Rodeo is to familiarize children with bicycle safety and laws. Children 12 and under will learn riding skills and safety tips that they can use every day. In addition, many prizes will be awarded due to the tremendous generosity of local clubs, organizations and businesses.

Waupun hosted it's anual "Fish with me, stay drug free" event at our local fishing hole, the Mill pond, located at the Harris Mill-Shaler Memorial Park.
Many of our local youth enjoyed a beautiful day of fishing.

The City of Watertown, WI hosts surrounding law enforcement agencies as well as other emergency services to an event called Lights and Siren. The Waupun Police Department attended this years event with a few of our newest police officers, Officer Ali Tipton, Brett Gerritsen and CSO Alyssa Keller. They, along with Lieutenants Trevor Kreitzman and Joe Pfalzgraf, had the opportunity to meet and greet with members of the community to give them some insight into todays world of policing.
This circulation policy intends to offer Waupun Public Library materials and services in the most efficient manner possible. With this mission in mind, these policies were created to encourage responsible use of publicly owned materials.

Effective March 23, 2020, the Waupun Public Library no longer charges overdue fines.
Damaged and lost items are fined in keeping with the value of the item.
A refund for the cost of lost material is possible if the item is returned within 60 days. If you pay a lost fee for another library's item, refunds are not available.
You may place a hold on items when they are already checked out by asking for help at the front desk or placing a hold yourself at one of the online catalog computers in the library. You may also place a hold from home by navigating to the Monarch Catalog.
Patrons may reserve time on computers for word processing and Internet by phone or in person up to one week in advance. Reserved use of a computer by one person is limited to one hour per day. If no one else wishes to use the computer at the end of a reserved time slot, the patron may continue to use it. Walk-in time may be available in unscheduled time slots or when a scheduled user fails to keep an appointment.
Printing to the network printer costs $0.10 per page in black and white, and $.50 in color.
Two copy machines are available for public use. Copies are $0.10 per page in black and white, and $.50 in color. Both copy machines can also scan documents to a flash drive. There is no charge for scanning.
Copying from Wired ComputersThe library has 12 wired Internet computers patrons can print from to our central printer. Copies are $.10 per page in black and white and $.50 in color.
Under the provisions of Chapter 43 of the Wisconsin Statutes, specifically 43.52(1), the Waupun Public Library Board of Trustees may enact regulations that serve to ensure the safety of all library staff and patrons, protect the usefulness of the materials collection, and maintain order in the library.
The Library provides wired, Library-owned computers, as well as unsecured wireless Internet access for public use on their own devices. This policy applies to all use of Waupun Public Library’s wired or wireless Internet service, whether privately-owned or Library-provided devices are operated. Due to circumstances beyond our control, the Library cannot guarantee that Internet service will be available at any time, nor guarantee Internet speed or the quality of the connection.
The totality of Waupun newspapers (1857-2009) have been digitized and are available for viewing through Newspapers.com through this link. This is available in the library only on library computers or your wireless device.

Unfortunately, we have no prisoner records here. We do have some historical information on Wisconsin State Prison/Waupun Correctional Institution and some editions of past newspapers written by prisoners. Once the print job is sent using one of the below options, jobs can be picked up at the Waupun Public Library Circulation Desk. The meeting rooms of the Waupun Public Library are available to non-profit community groups for presentation of informational, educational, or recreational meetings and programs in keeping with the mission of the Waupun Public Library.

The program provides a range of services that result in lower operating costs for building owners and managers and lower costs of living and increased comfort for tenants.
Our New Construction Program works with prospective building owners and developers, design professionals, and construction contractors to deliver high performance buildings that provide improved energy efficiency, peak load reduction, improved systems performance, and greater comfort.
We, along with our power supplier, WPPI Energy, have committed significant funding to our Request for Proposals (RFP) for Energy Efficiency. The program is designed to encourage investment by large commercial and industrial utility customers in energy efficient improvements. Up to $250,000 of incentive funding is available during each bid cycle.
The objective of this request for proposal program is to offer grant funding for customer-sited projects from WPPI Energy and its members through a competitive bid process. These incentives will aid the development of select projects specifically targeted at non-profit organizations, helping to lower energy costs and promote their environmental commitment.
WPPI Energy will provide grants of up to $100,000 to selected renewable energy projects interconnected to member utility distribution systems. Grants will not exceed 50 percent of the total project cost.
Focus on Energy provides Cash-Back Rewards and grants for eligible Wisconsin residents and businesses to install renewable energy systems, such as solar hot water, solar electric and wind. Cash-Back Rewards typically cover 20 percent to 25 percent of the installed cost of the system, making renewable energy systems more affordable.
The Energy Management for Schools Program provides technical guidance, expert support services, and financial assistance to improve the management of energy use and costs in existing and planned school facilities.
Energy management services include energy benchmarking, facility energy assessments, construction plan reviews, equipment efficiency comparison, energy cost saving estimates, load monitoring, retail rate analyses and technical training.
Energy efficiency can offer big returns for businesses. It lowers utility bills, heightens performance and productivity, and shows a commitment to greener alternatives that your customers and community will appreciate.
We’re giving businesses the upfront capital needed to make qualifying energy-efficiency improvements – up to $50,000. Repayments are made in regular installments on your monthly utility bill. The Waupun Common Council, comprised of the Mayor and six aldermen, is the legislative and policy-making body of the City of Waupun. Council members are elected for two-year terms. The Mayor is the chief executive officer of the City, ensuring that ordinances and state laws are observed and enforced and that all officers and employees discharge their duties. Additionally, the Mayor is the head of the fire and police departments. The Mayor chairs meetings of the Council, Committee of the Whole, Planning Commission, Board of Review and the Community Development Authority.
The assessor is a contracted service for the City and is responsible for establishing the fair market value of all taxable property in the City (excluding manufacturing). The assessor is responsible for conducting the "Revaluation" and annual "Maintenance" of property within the City.
Once your assessed value is determined, you will be sent a "Notice of Assessment" containing the assessed value, and a date and time of the "Open Book" session. At Open Book, you can discuss your assessment, present any information you feel is relevant, learn what records are maintained on your property, and what factors were considered to determine the new assessed value. If based on this discussion the Assessor believes an adjustment to the assessed value is warranted, a notice will be sent to you reflecting the new assessed value.

New Development Requirements
Redevelopment Requirement
Municipal Code Chapter 22 - Stormwater Management Ordinance.
Your project can not meet the dimensional requirements of the zoning code. You may need to reduce the required yard size, setbacks, or parking spaces.
Why:Zoning law assures you and your neighbors that any new development or design changes to adjacent properties will not adversely affect your enjoyment in and use of your property.
For any property where there is an existing building, and/or site plan which has already been approved by the Plan Commission, and the proposed use requires any exterior structural alterations or additional parking; a site plan shall be submitted to the Plan Commission for review and approval.
- TRAFFIC ACCESS: That all proposed traffic access ways are: adequate but not excessive in number; adequate in width, grade, alignment and visibility; not located too near street corners or other places of public assembly; and other similar safety considerations.
Plans shall include a description of all proposed uses and four (4) copies of a Site Plan at 1"=20' or 1"=40' on 2' x 3' sheets and a PDF Version of the Site Plan. showing the subject lot and all structures and curb cuts on adjacent properties within 100 feet of the lot lines of the subject lot, on both sides of the street, plans and elevations of all proposed signs, lighting, and all proposed structures or alterations to existing structures.
All work shall be completed with all conditions of approval within two years of the Site Plan approval by the Plan Commission. If the work and conditions are not completed within two years, the Plan Commission approval becomes null and void. The Plan Commission may by resolution and without public hearing extend its approval for one-year periods for good cause shown.
In all cases where the Zoning Ordinance requires approval of site plans, no land shall be used and no building or other structure shall be occupied or used until a Certificate of Site Plan Compliance has been issued by the City Engineer stating that all of the provisions of these regulations, any special conditions imposed by the Board of Appeals or the Plan Commission, and all site improvements as approved by the Plan Commission have been completed.
Prior to submitting any Site Plan to the Plan Commission for approval, such Site Plan must be approved by the Zoning Administrator, Director of Public Works, and the Director of Public Utilities. Site Plans submitted to these departments shall be returned to the applicant within eight (8) working days with recommended changes or approval for review by the Plan Commission.
The site plan approval process is required for all commercial, industrial, and multi-family parcels when there are new buildings, building additions, alterations to parking lots, or changes of land use.
Why:To make sure buildings, additions, and land uses conform to the minimum standards under the City Zoning Code.
A permit is required to install a fence when any one section exceeds twenty feet in length.

Also available are Elevation Certificates that are completed for development in a Special Flood Hazard Area (SFHA).
- A detached private garage shall not occupy more than 1,400 square feet of area.
- Cannot project past the front yard set back of the principal building.
- No detached private garage shall be constructed on a residential lot until a principal structure is present or under construction.
- Detached private garages shall have a side yard and rear yard setback of three (3) feet from the overhang to the property line.
A container either temporarily or permanently constructed upon or within the ground so designed as to contain water exceeding twelve (12) inches in depth and having an area greater than one hundred fifty (150) square feet which is used primarily for swimming.
You want to use your property in a way that is not permitted under its current zoning district.
Why:The City Zoning Ordinance divides all lands into zoning districts for various classes of land uses (residential, commercial, industrial). Specific regulations are set for these districts concerning setbacks and compatible land uses. This is done to protect property owners and citizens from uses that may detract from their enjoyment of their property and to ensure basic standards for health and safety.
Stairs shall measure at least 36 inches in width. Handrails and associated trim may project no more than 4 ½" into the required width at each side of the stairs.
(b) Headroom -Stairs shall be provided with a minimum headroom clearance of 76 inches. The clearance shall be measured vertically from a line parallel to the nosing of the treads to the ceiling or soffit directly above that line.
Handrails or guardrails shall be provided on all open sides of stairs consisting of more than 3 risers and on all open sides of areas that are elevated more than 24 inches above the floor or exterior grade. Handrails and guardrails shall be constructed to prevent the through passage of a sphere with a diameter of 4 inches or larger. Handrails and guardrails shall be designed and constructed to withstand a 200 pound load applied in any direction. Exterior handrails and guardrails shall be constructed of metal, decay resistant, or pressure treated wood, or shall be protected from the weather.
A level intermediate landing shall be provided for any stairs with a height of 12 feet of more.

One of the biggest impacts you can have on stormwater health is changing your gardening and yard maintenance practices. Below are a few key everyday activities you can do in your yard to protect our waterways. Following these small suggestions while you maintain your yard will lessen the negative effects on the Rock River and other Wisconsin waterways.
Every interior and exterior stairs, including tub access steps but excluding non-required basement stairs which lead directly to the building exterior and stairs leading to attics or crawl spaces, shall conform to the requirements of this section.

A building permit serves as formal and legal permission to start any construction project.
The issuance of a building permit indicates that plans for a new structure, addition, renovation, foundation, plumbing, air conditioning, fire place, prefabricated structure, temporary building or mobile home have been approved by local government officials and that the plans comply with mandated building codes and zoning laws.
An application for a building permit is available through the local Building Inspectors office. In addition to the completed application; sketches, building drawings, plans or other documents may need to be submitted for review.
A fee or charge for services including water connection and surveys may be required of the applicant. In select cases, an architect or engineer will be needed to design the building and prepare necessary drawings and detailed plans.
Homeowners may be led to believe that submitting an application for a building permit could cause unnecessary and costly alterations to their plans. They also could feel that going through bureaucratic channels will created undue delays in construction.
However, the majority of building permit applications are processed with little delay. If plan modifications are needed, the deficiencies are based on a careful review of the proposed work to insure safe and sound construction.
When property to be developed is regulated by a local site plan or zoning law, a building permit will not be issued until all site plan requirements issued by the municipality are met.
If an applicant is refused issuance of a building permit, he/she can appeal the decision of the code official to the Board of Appeals.
Municipal staff members review submitted applications to make sure they are in accordance with the building code, local zoning and other applicable laws.
If problems occur with the proposal, building officials meet with the applicant to discuss the needed changes or alterations prior to issuing a permit.
A condition of a building permit is that the applicant completes the work as approved by the municipality in accordance with the building code and the plans as approved by the code official.
Applicants are also required to give advance notice to the code official at key points in the construction.
Inspections required under the building code are listed on the building permit. Such inspections are performed by a building inspector, who checks each major phase of construction and makes certain that the work conforms to the building code, the building permit, and the approved building plans.

One of the simplest things you can do is keep grass clippings out of the street and sidewalk.
Over watering your lawn depletes the water supply, makes plants prone to pests, promotes weed growth and adds to stormwater runoff. Lawn grasses naturally go dormant–or brown–in the heat of summer. Dormancy is nature’s way of preserving water and protecting grass from extreme temperatures. Plus, the more you water your lawn, the more it needs to be mowed!
Fertilizers, herbicides, and insecticides pollute our local waterways. Many Wisconsin residents use up to three times more fertilizer on lawns than is necessary.
Leaves and other yard waste can clog storm drains and cause algal blooms when they reach our waterways. Instead of piling leaves in the street, use them as a great natural mulch or fertilizer in your yard. They also provide an excellent addition to any compost pile.
The Waupun Senior Center is a great place for people age 50 and over or married to someone age 50 and over to meet new people, try new things, and stay active. At recent meetings, the Common Council approved the reallocation of an existing part-time position to create a part-time accounting position. I am pleased to announce the promotion of Michelle Kast to the role of accountant. Previously, Michelle supported the accounting functions of the city but also provided administrative support to the city administrator and economic development director. In her new role, Michelle will assume day-to-day responsibilities for all accounting functions.

Greetings! At this week’s Board of Public Works meeting there were several items of importance on the agenda that I’d like to call to your attention. The first is a review of our storm water permits annual report. The report details our management efforts related to meeting storm water mandates from the DNR. The report can be viewed online or at the city hall if you are interested in learning more. Secondly, the DPW and administrative team presented an update to our road improvement plan.

As a business, Eden Meats has been in existence for 125 years. Under current ownership, Eden Meats has expanded to include convenience stores, restaurants and catering operations. We are excited to have a quality, family-run operation like Eden Meats & Catering invest in Waupun. Yet to open is the adjacent Wild Goose Café.
Greetings! Spring is just around the corner and that means it’s time for cleanup. Up first is our bulk-waste pickup service. Pickup dates are April 10, 11 and 12. Bulk items will be picked up on your normal trash pickup date. A list of allowable items can be found on our website along with guidelines. In the past some residents have left televisions or other electronic items on the curb during bulk pickup. Please note that these items are not an allowable item for bulk pickup. If placed at the curb they will not be picked up.

Greetings! Spring means construction season and we’re happy to report the first local road projects of the year will begin soon. Our team is planning their pre-construction meetings for Walker Street and West Franklin Street improvements. The Walker Street project includes utility replacement and street reconstruction. Underground utility work is tentatively planned to begin the week of May 7. The West Franklin Street project is a mill and overlay project to resurface the street between Brandon and North Division Streets.
The Waupun Area Memorial Day parade will be held on Monday May 28th, 2018 at 9:00 am on Main St. in Waupun. The Parade leads from St. Joseph Catholic church to Shaler Park where Ceremonies will be held at 10 AM to honor our past military personal who have served and died.
Greetings! This week the common council held their annual reorganization meeting. During that meeting, newly elected officials are administered the oath of office. Beginning two year terms are myself as Mayor, and Mike Matoushek, Nancy Vanderkin, and Pete Kaczmarski as alderpersons. Additionally, Jason Westphal was voted Council President. In this role, Jason would serve as mayor in the event of my inability to fulfill the duties of this office. The Board of Education for WASD has begun its work to find a replacement for Dr. Tonya Olson, the current District Administrator. Olson submitted her resignation on March 26, after serving the District well for six years. Olson accepted a principal's position for the Belleville School District.

Greetings! At our May meeting, the council approved two bids for work that will be happening over the summer. First, if you’ve been past the aquatic center, you may have noticed an area to the north of the pool that is staked off. The city worked with Fond du Lac County government over the past year and they approved the addition of a parking lot that will handle overflow parking for the pool. Depending on weather, that lot should be paved in May and be ready for the summer season.
Now that mowing season is in full swing, we are reminding citizens of Waupun Municipal Code Section 8.04 (2) which specifically prohibits residents from blowing grass clippings into the streets, on sidewalks, and other public surfaces for the express purpose of helping the city manage stormwater runoff. The city’s stormwater management plan helps to manage the amount (quantity) and cleanliness (quality) of stormwater runoff within the city. Grass clippings that end up in the street eventually wash into the storm sewer.
Greetings! Did you know that the Waupun Public Library now has new, free resources to support your continuing education and personal development goals? Our public library is part of the Monarch Library system which has acquired Gale Courses from Gale, part of Cengage Learning. Through this unique program, residents of Waupun can access instructor-led, online courses through their local library’s website and through the Monarch Catalog. There are more than 360 online courses available to inspire and engage life-long learning in our community.
Some 200 people attended Waupun's Memorial Day Commemoration at Shaler Park. Taking part in the program was the Waupun Senior High School Band, Boy Scout Troop 711, members of the American Legion, and the VFW, and special guest singers among others.

Greetings! This week I want to say thank you to City staff for the work they do keeping our community looking great. Every community struggles with pockets of vacant buildings, trash, grass/weeds, and concerns over general property maintenance. Today I’d like to talk about the impact of these issues on our community and the important work of code compliance. The upkeep of properties is one of the criteria people use when deciding to locate here. We have established ordinances that are intended to keep Waupun attractive, clean and safe.
Waupun Utilities is delivering savings to local customers as a result of the re-cently lowered federal corporate tax rate. Even though both our utility and our wholesale power supplier operate on a not-for-profit basis and do not pay feder-al income taxes, our transmission service and some of our power are purchased from companies that do. Those transac-tions are structured so that some of the companies’ tax savings are passed back to our utility, and we are returning our savings directly to customers of Waupun Utilities.
BACKGROUND
WSBCP, LLC, in collaboration with the City of Waupun and the Wisconsin Soybean Marketing Board, has proposed the development of a $150 million soybean crushing facility located in the Waupun Industrial Park in Waupun, Wis. The facility would be Wisconsin’s first soybean processing facility.

Water and sewer improvements are scheduled for Walker Street. The upgrades include replacement of 3 hydrants, 3 water valves, and 4 sewer manholes. Existing 6 inch water main will be replaced with 8 inch water main, along with new sewer main. A contractor will paint hydrants in Fond du Lac County. Plastic colored rings will then be placed on the hydrant nozzle to display the fire flow rating of each hydrant.

The City of Waupun set out more than a year ago to develop a strategic economic development plan focusing on economic diversification and using a strength-based approach to identify target industries that are strong fits for our community. One of those industry segments is value-added agriculture processing.
Earlier this month, we announced that Waupun has been selected as the site for a new proposed soybean processing facility. As the City evaluates this project, we are interested in gathering public input.
Greetings! This week the Community Development Authority (CDA) began work on a downtown streetscape plan. The intent of this plan is to identify improvements to sidewalks and public spaces with the goal of increasing walkability, sustainability, connectivity and safety as part of our ongoing downtown revitalization efforts.
As the 4th of July approaches, fires and injuries related to fireworks increase. According to the Consumer Product Safety Commission "There were an estimated 12,900 fireworks-related, emergency department-treated injuries in 2017...Sparklers were the number one cause of injuries, accounting for 14% of the estimated injuries."

Greetings! On Friday, June 29, we kick start festival season with Celebrate Waupun at Tanner Park. This is our annual free festival that features music, a kidzone, carnival rides, great food and more. This festival is a community celebration of all the great things happening in Waupun – both past and present. New this year, festival goers will enjoy Hispanofest. We’re also working with our tourism partner, Destination Lake Winnebago Region, to offer free trolley tours of the city’s sculptures.

The City of Waupun’s Community Development Authority (CDA) is conducting a survey evaluating potential streetscaping enhancements as part of the City’s efforts to plan for future public improvements to the downtown. These enhancements may include the addition of landscaping, street trees, decorative paving, extended sidewalks, crosswalk identification, and wayfinding signage. Also important to this plan is the potential inclusion of a public gathering place to host community and downtown events.
Greetings! This week, new playground equipment is being installed at the McCune Park. The McCune Park Master Plan that was put together more than a year ago by the Park and Recreation Committee details a multi-phase plan to revitalize this park and enhance recreational trail connectivity throughout the city. The new playground equipment will enhance safety within the park and can be added to in future phases to expand equipment as part of that Master Plan. City staff continues to look for prospective grants that would help to advance additional phases of this plan.

Greetings! An aging-friendly community is the goal of a new project spearheaded by the Waupun Community Coalition on Aging. The City of Waupun partnered with Agnesian HealthCare, a member of SSM Health, to create this group after reviewing demographic projections for our community as part of our comprehensive planning process. The Waupun Community Coalition on Aging was awarded a planning grant from a private foundation and is collaborating with the University of Wisconsin-Madison School of Nursing and the Wisconsin Office of Rural Health on this work.

As part of an ongoing focus on continuous improvement, the Waupun Common Council recently approved a resolution to adopt an agreement with the City of Beaver Dam for municipal court services. City staff identified this project as a potential cost-saving opportunity during the budget process and began work to evaluate options for a municipal court in early 2018. Staff evaluated costs of continuing with Dodge and Fond du Lac counties, establishing a local municipal court, or joining an established municipal court in another community.
Greetings! Recently, Fire Chief, BJ DeMaa completed an analysis of a potential consolidation of the Waupun City and Waupun Community Fire Departments and presented his findings to the Common Council. The Community Fire Department provides service to the townships of Waupun, Chester and some of Trenton while the City Department services the city proper. Currently, the two fire departments operate out of the Waupun Public Safety Building but maintain their own engines and equipment.
WAUPUN, Wis. — The Waupun Fire Department has received a $2,160 fire prevention grant from FM Global, one of the world’s largest commercial property insurers.
FM Global representatives presented the award to Chief B.J. DeMaa and Assistant Chief Mike Beer at the Waupun Fire Department located on 16 E. Main Street in Waupun. The award will be used to assist with fire prevention activities in the community to help educate the community and reduce the number of fires.
Greetings! Work is being finalized on an update to our comprehensive plan. State Statute requires that we adopt and maintain a comprehensive plan and that we review and refresh that plan every 10 years. This current plan update began almost 18 months ago by gathering public input on what the future of Waupun should look like by the year 2040. In its final form, the document will provide a roadmap to help our community plan for future growth. The plan does not mandate how that growth will occur but rather provides a systematic way for us to think about community development.
Greetings! As we move through the final month of summer, I am happy to update you on our Department of Public Works (DPW) projects. The road construction project on Walker Street is running on time. Utility replacement is complete and the street is being excavated and prepared with new base materials. Additionally, spot curb and sidewalk repairs have been completed. In preparation for our 2019 road project plans, we recently held a project kickoff meeting for the Madison Street reconstruction project.

Yesterday, I had an opportunity to sit down with department heads to debrief our emergency response to last week’s storm and at last night’s council meeting we heard updates from department heads. City staff will be doing a full walkthrough of the event and refining our emergency management response plan in late September. Here is a quick rundown of our current storm recovery efforts. As of this writing, all city streets are open. Brush pickup continues until further notice. Property owners should pile brush curbside on the terrace.
Greetings! The Waupun Senior Center has been approved as a dementia friendly facility by the ADRC of Dodge County. A purple angel sticker now appears in the window and indicates that staff inside the building has received dementia awareness training and is sensitive to the needs of patrons who may have dementia. Additionally, the Senior Center has been evaluated and cleared as a dementia friendly environment. So, what does this mean for our community?

Greetings! The Waupun Common Council recently approved a land sale with Second Century, LLC, to develop a .4 acre parcel along Washington Avenue. In July the city completed demolition of the former Meadowview Elementary School that sat on a 4.2 acre parcel of land along the city’s east side, near US 151. The new development will be located on the northeast corner of the former Meadowview parcel, along Washington Avenue. The developer will construct a 1,500-square-foot professional office building that will be home to an Edward Jones office owned by Adam Vande Slunt.
Greetings! Department of Public Works staff reports that they have completed the final walk through on the Walker Street construction project and that the project is complete for the year. A final layer of asphalt will be added in the spring. Franklin Street resurfacing is scheduled to occur toward the end of this week, depending on weather.

Residents who need assistance with cleanup of storm damage are instructed to call 2-1-1 to report damage and request assistance. The form that the City of Waupun provided to register requests is being discontinued at this time. All requests registered on that form have been forwarded to the proper channels to initiate the request for help.
City crews will be doing brush pick up starting August 29th and continuing until further notice. Residents can dispose of brush at the city garage or by piling brush debris in their terrace for pickup by Waupun Public Works.
Dumpsters are available at the city garage to dispose of household items damaged by the storm.

City of Waupun officials have been meeting regularly with Dodge and Fond du Lac County Emergency Management teams since declaring a state of emergency on August 28, 2018. On that day, tornado sirens were activated and there was a tornado touchdown confirmed on Hemp Road near Waupun. According to the National Weather Service in Sullivan, WI, the damage the city experienced was due to straight line winds.

Requirements for Employment of Minors Under Age 16
A work permit is required before anyone under the age of 16 is allowed to work in any job with the exception of agriculture or domestic service work. The minimum age for employment is 14, except for agriculture and domestic service.
16- and 17-year-old minors do NOT need to obtain a work permit prior to beginning work. Work permits will not be issued for minors ages 16 or 17.

We’ve received a number of questions about the impact the revaluation project that occurred in the city during 2018 has had on property tax bills. The issues of property assessment and real estate tax amounts are two separate issues. Last night we had the privilege of swearing in three of our newer firefighters. Michelle Fenz, Heather Shoemaker, and Emily Truttmann successfully completed their 1-year of probation and have invested well over 200 hours of schooling and training to get to this point! Michelle's, Heather's, and Emily's families were also on hand to pin on their badges. Parks, recreation and open space are important elements in the quality of life for all communities. Not only do parks and open space provide a safe and healthy place to recreate, they also serve to beautify, protect the natural environment and influence the patterns of development in and around the City.
The Americans with Disabilities Act (ADA) of 1990 is a civil rights statute (Law), enforced through the judicial system. This law prohibits discrimination against people who have disabilities. Title II of the Act specifically addresses the subject of making public services accessible to those with disabilities and applies to municipalities.
In 2010 new replacement ADA standards were issued and became effective March 15, 2012. These new standards were expanded to contain recreational assets; playgrounds, play areas, athletic fields, sports courts, and more.

Planning for our future facilities (City Hall, Senior Center, Library, etc.) is a vital part of our continued growth at the City of Waupun. The Common Council has been presented with the following 2018 Strategic Facilities Study to review the current physical and functional needs of the city's facilities. After review of this study, a dedicated advisory committee has been established to carefully develop future proceedings.
As noted in the 2006 Comprehensive Plan, the City is committed to redevelopment of Downtown Waupun by encouraging growth, reconstruction and technical assistance where viable. This has been happening with noticeable improvements to downtown facades, demonstrating how property owners and the City can work together to improve the downtown experience. The City now desires to turn its attention toward improving streetscape amenities and redevelopment of some underutilized property for either a community event space or new private mixed-use development.

The Bureau of Consumer Protection has provided guides and resources here for Landlords and Tenants to use in an effort to avoid common problems, or to resolve them when they do occur. State law provides a legal framework for the relationship between landlords and tenants. Many disputes between landlords and tenants could be avoided if both parties better understood their legal rights and responsibilities.
Greetings! As 2019 begins, city staff are preparing for several large public works projects this year. The Madison Street reconstruction project is scheduled to begin in late March or early April, weather dependent. Late last year, the city learned that we will be awarded a grant from the WI DOT for a portion of the Madison Street project. The timing of that award does not align with our existing construction plans and we will be adjusting those plans as follows.
JANUARY 14 – HUNTER EDUCATION COURSE: The Waupun Chapter of Wings Over Wisconsin and the Waupun Gun Club will sponsor a hunter education course on Tuesdays and Thursdays for two consecutive weeks and on Saturday. A parent or guardian must accompany students on Monday, January 14, 2019 for a short registration between 6:30pm and 7:30pm in the lower level of the Waupun Safety Building located at 16 E Main Street. The hunter education course is strictly limited to the first thirty (30) Waupun area registrants. The cost of the class in $10.
Greetings! Last fall, the Waupun Common Council heard the results of a facility study completed in 2018. The study examined all public facilities in the city, examining the condition and maintenance requirements of public buildings, as well as the results of a functional assessment of each building related to space and utilization.
After presentation and review of the 2018 Strategic Facilities Study, the Waupun Common Council created the Facility Advisory Committee during their January 8, 2019 meeting. This Facilities Study was an assessment of the physical and functional needs of the City’s buildings excluding parks and utility infrastructure. The assessment findings are also considered to address identified major deficiencies. The goal of the study was to create a strategic facilities report to serve as a potential guide to future building projects for the next 10 years and beyond in some cases.

Greetings! As the City continues to expand, we have received a lot of questions related to speed limits by the new Christian Home and the Heritage Ridge Travel Plaza sites. Safety is of paramount importance to the city; however, both roadways are under WI DOT jurisdiction which requires that we adhere to their process. As construction on those sites began, we did request the WI DOT conduct speed studies to evaluate the speed limit at both locations. The WI DOT recently completed those speed studies and made the following determinations.
The City of Waupun is happy to announce it was named one of the safest cities in the State of Wisconsin. According to the National Council for Home Safety and Security, Waupun was overall ranked 9th in the entire state.

Waupun Utility Water Customers:
This past weekend Waupun Utilities received several calls from customers that had frozen or leaking pipes due to their water pipes freezing in their basement or utility room.
The Department of Public Works reports that crews have been working overnight on snow removal. DPW crews will return at 1 a.m. on Tuesday to plow streets, and clear building lots and sidewalks. Garbage collection will begin on Tuesday, 1/29/19, with normally scheduled services running one day behind for the entire week. The snow emergency and overnight parking restrictions remain in effect through Tuesday morning.
Waupun, Wis. – The City of Waupun will operate with limited services on Wednesday, 1/30/19, due to the extreme wind chill that is predicted for the area. The Waupun Public Library will close on Tuesday, 1/29/19, at 4:30 p.m. and will remain closed on Wednesday, 1/30/19. The Waupun Senior Center and meal services will be closed on Wednesday, 1/30/19. As needs in the community change, we continue to see increased demands on our public safety resources, including higher call volumes for police, fire and emergency management services. Recognizing these changes, the Common Council made safety a priority when our current Strategic Plan was compiled. This document has been used to direct policy and spending to ensure staff has the tools needed to meet our goals and objectives.

The intent behind this plan dates back to our 2006 Comprehensive Plan and was reaffirmed in our newly updated Comprehensive Plan adopted in 2018. Both documents recognize that redevelopment of our downtown by encouraging growth, reconstruction and technical assistance to business and property owners where viable is critical to our long-term economic success.
Under the general direction of the City Administrator, and in cooperation with the Board of Park and Recreation Commissioners, the Park and Recreational Director shall:
- Oversee operations of all municipal park and recreational programs,
- Assist the Board of Park and Recreation Commissioners in all of their duties and responsibilities as set forth in the Municipal Code and under §27.08(2), Wis. Stats.,

Greetings! Each year it takes numerous volunteers and a good deal of fundraising to make Celebrate Waupun a success. This year, Waupun Festivals and the Waupun Fire Department are excited to bring the 9/11 Never Forget Memorial to Celebrate Waupun and they have started a Go Fund Me page to underwrite the expense of bringing this exhibit to our great city. I’ve been asked by some if this is a legitimate fundraiser and I can assure you that it is. This is a wonderful and memorable display and exhibit and we are looking for citizen support to bring this exhibit to our area.

Greetings! On Tuesday, February 12, the Common Council heard from a citizen requesting we consider enacting an urban chicken ordinance. More than 500 citizens signed the initial petition to bring this request before the council. As part of the presentation several ordinances from surrounding communities were identified. Staff is currently conducting an analysis of this issue and will bring results of their evaluation back to the council for further discussion in the near future. On Tuesday, February 26, the Common Council heard more from citizens requesting we consider enacting an urban chicken ordinance and had a chance to discuss feedback from constituents around the community. Preliminary information from staff research was provided to council members. All residents who spoke at the meeting spoke in favor of the proposed ordinance. However, council members noted that emails received prior to the meeting were split on the issue.
On Tuesday, February 26, 2019, the Waupun Common Council approved a contract for Grand Valley Inspection Services of Markesan for City of Waupun building inspection and zoning administration services. Greetings! Last year, we began work with surrounding townships to evaluate the possibility of consolidating city and country fire departments through the creation of a fire district. Work on that project continues with our staff and representatives from the townships evaluating funding and governance models to determine feasibility. Our goal is to collectively work to create efficiencies and reduce capital expenditures between the two departments over the long term. While in discussion with the townships, the subject of emergency management services (EMS) has emerged.

Greetings! Spring bulk pickup will be held on April 8, 9 and 10, 2019. Bulk Pick-up is a service that is provided to all City of Waupun residential properties (4 units and under). Bulk items will be picked up on your normal trash pick-up date. Items may be placed curbside 24 hours prior to your scheduled pick-up date. Accepted items include things like furniture, rolled carpeting (4’ maximum length), cabinets, countertops, mattresses and box springs, non-metal doors, wood windows, and wooden playground equipment that would not fit in garbage or recycling containers.
Greetings! City staff held the preconstruction meeting on Thursday, March 21, 2019 for the Madison Street project. Last week the Common Council approved Ptaschinski Construction, a Beaver Dam based contractor, as the low bid on the project. Work from the bridge on North Madison Street south through the Lincoln Street intersection is slated to begin on or around April 1, depending on weather. The project will proceed in phases. The first phase entails South Madison Street with the goal of completing that phase by early August in advance of the Waupun Truck N Show.

Greetings! At the Common Council meeting on Tuesday, March 26, 2019, staff presented an overview of results from the 2018 Aging in Place work completed by the Waupun Aging Coalition last year. In 2018 the Council approved our updated Comprehensive Planning which was the impetus for the formation of the Aging Coalition and their work. You might wonder why we undertook this work. Simply put, our population, like most of Wisconsin, is aging and as the baby boomers retire we will see a larger percentage of our population over 65 years of age.
Greetings! Fire Chief DeMaa, our emergency management director, has been working with both Fond du Lac and Dodge counties to update county-level hazard mitigation plans. Once the counties have adopted the updated plans later this year, the Waupun Common Council will review and adopt the proposed updates. In 2018, we had three significant weather events that caused flooding and other destruction in our area. Costs associated with the 2018 events were significant.

In addition to the numerous road improvement projects I’ve previously written about, our Department of Public Works (DPW) is focused on improving energy efficiency across all city facilities. Now that warm weather has arrived and mowing season is in full swing, we are reminding citizens of Waupun Municipal Code Section 8.04 (2) which specifically prohibits residents from blowing grass clippings into the streets, on sidewalks, and other public surfaces. Grass clippings pose a danger for bikes, motorcycles and others, particularly when wet. Keeping clippings off hard public surfaces also helps the city manage stormwater runoff. WAUPUN | Vernon Farley is the American Legion Post 210 Veteran of the Year.
After graduating from high school in Milwaukee in 1946 Farley went to work at a hardware store.
Then in 1951, in the midst of the Korean Conflict, Farley was drafted.
He was at Camp McCoy, Wisconsin, for a year, then sent to Germany.
“His was the first company to build a float bridge over the Rhine River,” said his wife Jane.

Schouten graduated from Brandon High School in 1962 and went to work at National Rivet.
In 1965 he was drafted into the Army, given artillery training, and spent a year in in Cuchi, Vietnam with the 3rd Battalion, 13th Artillery, 25th Infantry Division.

Greetings! Late last week, a forest health specialist from the WI DNR confirmed the presence of the emerald ash borer in Waupun, indicating that dead and nearly dead large ash are common in the city and surrounding townships. In 2017, DPW Board members approved a plan to address the emerald ash borer that included the removal of all ash trees that grow on public property. The plan that group approved first examined the cost of treating the nearly 150 ash trees located on city property.

Greetings! Earlier this year, we provided an update on the proposed soybean processing facility announced in 2018. Because we continue to receive questions, I thought it was important to revisit the status of the project as it is closely aligned with one of our primary economic development goals to diversify our economic base. National policy changes on tariffs and their impact on soybeans have significantly slowed progress on this development. The City of Waupun is seeking to fill a limited-term, part-time Recreation Program Leader position. The position is primarily responsible for facilitating public recreation programs. Additional administrative support may be required on a limited-basis to support operations of the Senior Center. Hours for the position will not exceed eight hours per week (normal hours of operation for the position are 8:45 to 11:15 a.m. on Monday and Thursday; 9:45 to 11:15 a.m.
Spirit Fields is located in Mayfair Estates on city-owned land on the southeast side of the City of Waupun. The City is seeking bids for land sales for construction of Spirit Fields to begin Quarter 2 of 2020. The development contains 5 parcels zoned R2 for single and 2-family residential development.
They say the better prepared you are for any eventuality, the easier it will be if the time ever comes. This is especially true when it comes to emergency personnel preparing for unexpected disasters like tornadoes, chemical spills, multi-vehicle accidents and much more.

In 2018, the Wisconsin State Legislature approved new legislation that requires villages and cities of 10,000 in population or more to provide two separate annual reports related to housing affordability and housing fees. This is in an effort to shed light and potentially foster change on affordable housing issues across the state. The Housing Study and Needs Analysis was completed in late 2019 and approved by the City Council on February 11, 2020. The study included detailed demographic information, information on the economic factors and the housing affordability gap, one-on-one interviews with stakeholders, and focus groups. Based on analysis of all of those inputs the study consultant, Cedar Corporation, made a number of recommendations the city can implement to meet existing and future housing market needs.
Greetings! Public facilities were on the agenda of our most recent common council meeting. In 2019, we appointed a Facilities Advisory Committee and commissioned a study to examine needs in all city facilities. Engineers and planning staff from Cedar Corporation were hired to work with the advisory committee to evaluate the general use, function and flow of each building; ADA accessibility of each facility; condition of each building; and site conditions and needs of each building. The committee toured and discussed needs in each building.
Over a nine month period in 2019, the Facilities Advisory Committee (FAC) and City staff worked with Cedar Corporation to review the 2018 Strategic Facilities Study, complete walking tours of all eight City-owned facilities to be studied by the FAC, held a public open house, and considered the top projects to focus on. The final document presented for consideration to the Council included a proposed capital improvement plan for the eight facilities studied.

Over the course of this week the WI National Guard was present at Waupun Correctional Institution (WCI) to conduct planned COVID-19 testing for all staff and persons in their care. WI Department of Corrections officials alerted City leadership this afternoon that, with half of the test results available, there are presently have 184 positive cases confirmed at WCI. This is up from 32 confirmed a day prior. There is potential for this number to increase in the coming days as remaining test results become available.

Greetings! On Monday, August 24, 2020, Fond du Lac County moved back to Phase 1 of their COVID-19 restart plan after data showed an increase in cases over a two-week period. Dodge County’s plan shows a sustained increase in cases as well but presently remains in Phase 2. The city’s operational plan tracks closely with county restart plans. 2020 Waupun Holiday Help Program Offers Help to Families in Need
Each year, thanks to the generosity of area churches, businesses, and individuals, Waupun Holiday Help provides holiday gifts to approximately 70 families in need. This year is no different, however, due to COVID-19 we are seeing increased need and have had to adapt our approach. Waupun Holiday Help is currently seeking individuals or groups who wish to adopt of family to help spread Christmas cheer to those families in need.
How Can I Get Holiday Help?
On November 2, 2020 the City received confirmation from the Madison Regional Economic Partnership that 78 acres located in the Waupun Industrial Park has been Gold Shovel Certified. This designation will allows property owners to market sites that meet basic development criteria by gathering information on available utilities, ensuring appropriate zoning of land free from known environmental impediments and looking at several other criteria.
The Gold Shovel Site Certification program assists communities, counties, and private land owners in packaging and marketing development-ready land to site selectors and business owners looking to locate or expand in the eight-county Madison Region.
On November 2, 2020 the City received confirmation from the Madison Regional Economic Partnership (MadREP) that 78 acres located in the Waupun Industrial Park has been Gold Shovel Certified.

(a) For a period of forty-eight (48) hours immediately following an accumulated snowfall of two inches (2”) or more, as measured at the Waupun

Greetings! As Waupun continues to grow and as WI-DNR requirements continue to increase, we are seeing more storm water ponds appear across the city. We do not often explain why ponds are constructed and I thought it would be helpful to talk a little about what our storm water requirements are as a community to provide some perspective. For reference, storm water ponds improve water quality and storm water capacity control, as mandated by state and local ordinances. Our storm sewer system is served by a number of pipes laid underground below streets.

The Waupun Public Library offers CD/DVD repair service. The cost of each repair is $1 for single-sided discs and $2 for double-sided discs; fee due upon pickup of items. The library accepts cash or check only. Our machine cannot do Blu-Ray discs. Each disc must be submitted in a case or plastic sleeve.

Main Street will be closed between Beaver Dam/Brandon and Watertown Streets from Monday, June 12 through Friday, June 16. On the docket is the long-awaited repair to the Main Street railroad crossing and a number of sections of concrete replacement along the Main corridor in need of repair. Assuming the weather cooperates, we expect to have things back open by the end of the week. Local businesses will continue to be open throughout the week and can be accessed from side streets and back alleyways.
WAUPUN, WI. JUNE 23, 2023 – The City of Waupun is receiving a $45,000 Vibrant Spaces grant from the Wisconsin Economic Development Corporation (WEDC) to fund the transformation of an underused space into a food truck alley in downtown Waupun.
The City of Waupun Common Council initiated a study to examine staffing models for fire and emergency response service in the community. The Waupun Fire Department currently operates with two full-time and twenty-eight paid-on-call firefighters, and a contracted ambulance service. An Emergency Medical Responder (EMR) program was added in 2022 to support increasing call volumes and is staffed with volunteers.

The Railroad will be doing repairs to the crossing on Lincoln St. Tuesday August 27th. They will be removing an abandoned set of tracks as well as making some repairs to the tracks in use. After they are complete the asphalt company will be putting in some new asphalt around the tracks and sidewalk area. The street will be closed from Walker St. to Drummond St. There will not be a marked detour route. Please plan ahead if you need to use Lincoln St. as Jefferson St. and Brown St. are one way streets.

The City of Waupun, in partnership with Rock River Coalition, Protect WI Waterways and Wis-Pak will be hosting a Rain Barrel Workshop at the Waupun Community Center on Saturday, April 12th from 9:30 to 11:30 am. Learn about stormwater, health of the Rock River watershed, and how rain barrels help! You’ll build your own rain barrel. $15.00 fee.
The WAUPUN PUBLIC LIBRARY is accepting applications for a LIBRARY PAGE. Applicants for the Page position must be at least 14 years of age and will be required to obtain a work permit if hired and under 16. Approximately 8-15 hours per week. Must be able to work evenings and Saturdays. Applications available at the public library, 123 S. Forest St, Waupun. Starting wage $11.31 per hour. Application deadline April 5, 2025 at 4:30pm.
The library will be closed from 11:00am-3:00pm so staff are able to attend the celebration of life for Sandy Rohrer, a long-time member of the Waupun Public Library Board.

If a resident or businesses wishes to close the street in front of their property for the purposes of a block party, a form must be completed and approval must be granted by the Public Works Director, Police Chief, and Fire Chief. Please provide the completed form at least 2 weeks prior to the event.

The Waupun Police Department is proud to announce its 2018 Citizens Police Mini-Academy. This program is being offered free-of-charge to all approved City of Waupun residents. Class sessions will be held on Wednesday evenings from 6:00-9:00 pm, beginning February 7th, 2018 and ending February 28th, 2018. Sessions will include opportunities to see the equipment and gear police officers wear and use, and the opportunity to meet K9 Boomer and see him in action. Participants will also have the opportunity to tour the communications center, jail, and courtroom, as well as the chance to shoot

- A city employee will review the submission form and determine any steps that may need to be taken and any requirements that may need to be met
- The city will contact you to discuss your project and provide you with a pathway to begin your journey.
Submissions should be made in a timely manner. City staff schedules posts on a weekly basis. The deadline for content submission for the following week is every Friday. The City of Waupun reserves the right to review and edit all content submitted. All submissions are only requests for posting. Content may not be posted at the discretion of city staff.
