Strategic Facilities Study

Planning for our future facilities (City Hall, Senior Center, Library, etc.) is a vital part of our continued growth at the City of Waupun. The Common Council has been presented with the following 2018 Strategic Facilities Study to review the current physical and functional needs of the city's facilities. After review of this study, a dedicated advisory committee has been established to carefully develop future proceedings.

Facility Advisory Committee

After action was taken by the Waupun Common Council January 8, 2019, a Facility Advisory Committee was created to review the 2018 Strategic Facilities Study, identify a proposed project, and develop project costs and potential funding sources.

2018 Strategic Facilities Study

This is an assessment of the physical and functional needs of the City’s buildings excluding parks and utility infrastructure. The assessment findings are also considered to address identified major deficiencies.

The goal is to create a strategic facilities report to serve as a potential guide to future building projects for the next 10 years and beyond in some cases.

The facilities reviewed are:

  1. City Hall & Auditorium - 201 E. Main Street (Previous Electrical & HVAC studies are in part the basis of physical review)
  2. Community Center - 510 E. Spring Street
  3. Family Aquatic Center - 701 County Park Road
  4. Library - 123 S. Forest Street
  5. Museum & Historical Society - 22 S. Madison Street
  6. Safety Building (Fire & Police) - 16 E. Main Street
  7. Senior Center - 301 E. Main St. 8. Public Works Facility – 903 N. Madison

The Assessment and Strategies to address will include consideration of the following:

  • General Physical Needs Assessment: conditions and major maintenance projections.
  • General Functional Needs Assessment: current and projected usefulness.
  • Strategic Facilities Study: long-term considerations for the immediate and long-term approaches to address City needs.

The facility observations and identified needs are based on facility tours and meetings starting in June 2018, and subsequent follow-up discussions and meetings.

After presentation and review of the 2018 Strategic Facilities Study, the Waupun Common Council created the Facility Advisory Committee during their January 8, 2019 meeting. Facilitation Services to Support Municipal Facilities Projects

Over a nine month period in 2019, the Facilities Advisory Committee (FAC) and City staff worked with Cedar Corporation to review the 2018 Strategic Facilities Study, complete walking tours of all eight City-owned facilities to be studied by the FAC, held a public open house, and considered the top projects to focus on.  The final document presented for consideration to the Council included a proposed capital improvement plan for the eight facilities studied.
